VAT on Films

Anyone else noticed that eBay have added 20% I assume VAT on top of price of film plus postage and I guess customs duty on top again for films bought from the States and some EEC countries.
Maybe I have got this wrong but it seems to me everyone wants a slice of the pie now ,in a minute it’s going to make buying films from abroad a tad expensive.
Also it’s not every transaction that has the 20% on at the moment???
Is this the new norm??

It could be that the seller is registered as a Buisnees Seller on ebay, then there software would pick it up, I think the usual personal sales will still be the same, we now take more of a chance with customs now as everything coming into the U.K. from abroard could potentially be looked into!
